Thank you for a nice, thoughtful review. Though it's kind of long for one sitting, I think that's the best way to read it and if you enjoyed it, I'm happy.
Take care. =)

Hi James. As long as the vogons don't start writing poetry! Seriously, good luck with the job hunt, and with the novels.

I think the language does need help, and I would prefer the whole 'waiver' bit be struck as well, but I think the use of the word 'requirement' in that section needs to be taken in context, as it refers to the above paragraphs.

If you look at the part of the bill you bolded, it refers to the
requirement to detain a citizen. It is not required, where other parts of the bill DO require detention of persons that meet certain criteria. BUT nowhere in the bill does it say that the OPTION to detain a citizen is prohibited.

It may seem a small thing at first, but that is what the legal eagles use to argue their cases. By not explicitly denying a detention of a US Citizen, the bill currently allows that to happen and there is nothing that can be done about it. You can cease to exist if the OPTION is invoked.

That's a valid point. I was mainly responding to the complaints I heard myself, which were mainly about the detention of citizens. Though it looks like the bill also includes legal alien residents, also there is a line about people arrested in the United States but I will have to look at that again.

There is a lot of stuff I don't agree with in there, but I suspect if I pulled any other random law I would have similar issues with it. Laws can be changed after they're passed, though. I mean, look at everything they've done to the Affordable Care Act and most of it isn't even enacted yet!
